Abraham Lincoln Capital Airport

Sealed bids subject to the conditions and provisions presented herein will be received until 10:00 AM, August 6, 2024 and then publicly opened and read in the Offices of the Abraham Lincoln Capital Airport (The Airport), 1200 Capital Airport Drive, Springfield, IL 62707, for furnishing all labor, materials and equipment and performing all work necessary for: PUBLIC SAFETY BUILDING / FSDO BUILDING - BUILDING ENVELOPE and HVAC / LIGHTING IMPROVEMENTS

Project Scope:

Public Safety Building

Project scope includes replacement of exterior aluminum storefront windows, precast joint caulk replacement, power washing exterior façade, and applying a water repellant, replacement of existing HVAC system with new VRF system, new LED lighting, new ACT ceilings, and new exterior wall furring, gyp board and spray foam insulation.

Flight Standards District Offices (FSDO)

Project scope includes replacement of exterior aluminum storefront windows, precast joint caulk replacement, power washing exterior façade, and applying a water repellant, and replacement of interior window sill electric radiant heat draft barrier.

A complete set of bid documents may be downloaded at the requestor’s cost from Springfield Reprographics, 1620 S. 5th Street, Springfield, IL 62703 (217) 523-4632. Bidder shall be responsible for the cost of hard copies.

A Prebid / Site Visit Meeting for this project will be held at 10:00 AM on Monday, July 22, 2024, in the Abraham Lincoln Capital Airport Public Safety Building 1290 N. Airport Drive, Springfield, IL 62707. All bid questions must be submitted in writing to Traci Carter by 12:00 PM (local time) July 30, 2024. An addendum will be issued to all bidders, no later than 48 hours prior to bid due date.

Contract Time

The Owner has established a contract performance time of 292 calendar days from the date of the Notice To Proceed. All project work shall be substantially completed within the stated timeframe. This project is subject to liquidated damages as prescribed within the Project Manual.

Bid Security

Each proposal must be accompanied by a bid guaranty in the amount of ten percent (10%) of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to the Airport.

Bonding Requirements

The successful bidder will be required to furnish separate performance and payment bonds each in the amount equal to one hundred percent (100%) of the contract price at the time of contract execution.

Award of Contract

All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the Airport for a period not to exceed 90 days from the date of the bid opening for the purpose of conducting the bid evaluation.

The Springfield Airport Authority intends to award both the Public Safety Building and Flight Standards District Office as a single contract to a single bidder based upon the lowest aggregate “Total Base Bid Lump Sum Bid Amount”, submitted from those bidders that are confirmed as being responsive and responsible.

The Springfield Airport Authority reserves the right to issue a separate contract to two (2) separate bidders, based upon the lowest “Base Bid Lump Sum Bid Amount”, for each of building (Public Safety Building / FSDO Building), submitted from those bidders that are confirmed as being responsive and responsible.

The Springfield Airport Authority reserves the right to waive any informality or irregularity in the bids received, to reject any or all bids in whole or part and to determine the lowest responsible bid.

The award of any contract resulting from this solicitation shall be made by the Board of Commissioners to the Lowest Responsive and Responsible Bidder. In making this determination, the Springfield Airport Authority will take into account other factors in addition to the lowest dollar bid, such as the Springfield Airport Authority’s past transactions with the bidder, experience of the bidder, adequacy of equipment and personnel, ability to complete performance within a specified time limit and other pertinent considerations.

In the event a bidder has a complaint against the Springfield Airport Authority regarding the manner in which the proposal process has been handled, the complaint must be presented in writing to the Executive Director within forty-eight (48) hours of the opening of the proposals. The Executive Director will notify the Chairman of the Board of Commissioners of the nature of the complaint.

Provisions:

Modification to the project documents may only be made by written addendum by the Owner or Owner’s authorized Representative.

The proposal must be made on the forms provided within the bound Project Manual. Bidders must supply all required information prior to the time of bid opening.

Liquidated Damages are provided in the Proposal Form.

The Bidder must supply all information required by the Proposal Form.

Bids must be submitted on the specified Proposal Form and acceptance by the Sponsor shall constitute a Contract.

The proposal which is selected will be based on the lowest aggregate or combination of bids accepted. The Owner reserves the right to select any one of the bids which best serves the Owner’s interest.

The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the State of Illinois for Sangamon County where the work is performed. The highest rate will be the minimum rate paid for each work classification.

Airport Food & Beverage, Vending and Retail Concessions

The Springfield Airport Authority (IL) will accept bid proposals for "Airport Food & Beverage, Vending and Retail Concessions". Bid proposals are subject to the conditions and provisions presented in the bidding documents and will be received at the office of the Springfield Airport Authority on the second floor of the Terminal building, Abraham Lincoln Capital Airport, Springfield, IL 62707 until the opportunity has been filled. All proposals submitted in accordance with the instructions presented in the bidding documents will be subject to review and evaluation for compliance. The Request For Proposal documents are available on the Springfield Airport Authority’s website www.flyspi.com. Proposals must be mailed or hand delivered in a sealed envelope bearing on the outside, the date advertised for the opening of the proposals and the words “Food & Beverage, Retail and Vending Services for Springfield Airport Authority- Proposal – DO NOT OPEN” clearly marked on the envelope. The Springfield Airport Authority reserves the right to waive any informality or irregularity in the bids received, to reject any or all bids in whole or part and to determine which bid is in the best interest of the Springfield Airport Authority.
