AVAILABILITY OF A FINDING OF NO SIGNIFICANT IMPACT (FONSI) FOR ABRAHAM LINCOLN CAPITAL AIRPORT, SPRINGFIELD, ILLINOIS

The Federal Aviation Administration (FAA) announces its approval of a Finding of No Significant Impact (FONSI) on a Condensed Environmental Assessment (EA) prepared by the Abraham Lincoln Capital Airport. That finding is for proposed FAA actions to allow the Airport to:

Land clearing and grubbing of approximately 9.5 acres of forested area located in the southwest quadrant of the Airport and regrading the area to drain.

FAA's FONSI, approved on February 24, 2022, indicates the proposed FAA actions and the local development project are consistent with existing environmental policies and objectives as set forth in the National Environmental Policy Act of 1969 and will not significantly affect the quality of the environment.

The FAA’s proposed actions are:

  • issue an environmental finding to allow approval of the Sponsor’s Proposed Action for the development listed above,
  • approval of the Airport Layout Plan (ALP) for the Sponsor’s Proposed Action for the development listed above,
  • issue final airspace determinations for the development listed above, and
  • determine eligibility for Federal grant in-aid funds and/or Passenger Facility Charges (PFC) for eligible items.

The following mitigating measures will be implemented by the Abraham Lincoln Capital Airport as a condition of approval of the proposed development. Prior to the issuance of Federal funds or approvals, as appropriate, for any of the development listed herein, the following permits and/or actions must be promulgated and written demonstration of the action provided to the FAA:

  1. Ten (10) potential Indiana bat/northern long-eared bat roost trees with peeling bark and/or cavities were identified within the tree removal area. The Abraham Lincoln Capital Airport commits to clearing the ten (10) potential roosts trees during the bat inactive season, between October 1 and March 31. These potential roost trees are identified in Attachment 5 in the Condensed EA. The remaining project area may be cleared outside of this bat nesting season.
  2. Mitigation for 0.02-acre non-federal wetland. Mitigation is anticipated to occur through purchase of mitigation credits, in basin, at the Sangamon River Wetland and Stream Mitigation Bank.

Public Notice Regarding Passenger Facility Charges FAR Part 158.24

The Springfield Airport Authority intends to file an application with the Federal Aviation Administration to continue imposing and using Passenger Facility Charges for projects at Abraham Lincoln Capital Airport.

As required under Section 158.24 of Federal Aviation Regulations (FAR) Part 158, “Passenger Facility Charges” (Effective June 28, 1991), the Springfield Airport Authority is providing notice and opportunity for public comment.

The Authority is planning to continue imposing a $4.50 charge for each enplaned passenger. The effective date for the current PFC is July 1, 2021 and the estimated charge expiration date is September 1, 2034. The effective date for this application is then estimated at this time to be the aforementioned September 1, 2034 and the estimated charge expiration date is estimated to be June 1, 2044. The exact effective date will be provided to the airlines after approval by the FAA of the Authority’s application. The estimated total revenue to be collected during this period is $162,031, not including about $1,200 of estimated interest to be earned.

1.Rehabilitate Runway 4 / 22 – will enhance safety by improving the condition of the pavement & extending the life of the existing concrete.

2. High Speed Runway Broom – will enhance safety by replacing a 22 year old broom and operate an approximately 20 foot wide broom to clear pavement.

AVAILABILITY OF A FINDING OF NO SIGNIFICANT IMPACT (FONSI) FOR ABRAHAM LINCOLN CAPITAL AIRPORT, SPRINGFIELD, ILLINOIS

The Federal Aviation Administration (FAA) announces its approval of a Finding of No Significant Impact (FONSI) on a Condensed Environmental Assessment (EA) prepared
by the Abraham Lincoln Capital Airport. That finding is for proposed FAA actions to allow the Airport Authority to:

Fill 0.89 acres of wetlands to remove a wildlife hazard attractant, per recommendation by the U.S. Fish and Wildlife Service. 

FAA’s FONSI, approved on April 9, 2021, indicates the proposed FAA actions and the local development project are consistent with existing environmental policies and objectives as set forth in the National Environmental Policy Act of 1969 and will not
significantly affect the quality of the environment. The Federal Aviation Administration’s (FAA) proposed actions are to issue an environmental finding to allow approval of the Sponsor’s Proposed Action for the development listed above, and issue a wetland finding.


Wetland Finding

Executive Order 11990 – Protection of Wetlands, requires all Federal agencies to avoid providing assistance for new construction located in wetlands, unless there is no
practicable alternative to such construction, and all practicable measures to minimize harm to wetlands are included in the action. The FAA finds that there is no practicable alternative to the Sponsor’s Proposed Action’s impacts of the 0.89 acres of wetlands. Implementation of the Proposed Action requires the Abraham Lincoln Capital Airport to apply for a Nationwide Permit under Section 404 of the Clean Water Act. The IEPA requires an application submittal for Clean Water Act Section 401 Water Quality Certification and an anti-degradation assessment for the proposed activities. These permits will be pursued concurrently. The IEPA Section 401 Water Quality Certification is a component of the USACE’s Section 404 permit, and must be issued before USACE can issue the 404 permit. FAA Advisory Circular 150/5300-33B, Hazardous Wildlife Attractants On or Near Airports, dated August 28, 2007, states the FAA’s policy that wetland mitigation projects located within 10,000 feet of airports serving turbine-powered aircraft (such as Abraham Lincoln Capital Airport), present a safety hazard as attractants of wildlife that significantly increase the risk of bird/aircraft strikes.

The safety standards set forth in this FAA policy statement are recommended for the operators of all public-use airports. Furthermore, for airport sponsors who are the recipients of Federal grant funding, adherence to safety standards set forth in FAA advisory circulars is a requirement of standard grant assurances, as acknowledged in FAA Advisory Circular 150/5200-33B.
Illinois Department of Transportation-BDE determined that the required mitigation rationwould be 4:1, under the Illinois Wetlands Protection Act part 1090/ IDOT Wetlands Action Plan, for mitigation at a wetland mitigation bank. The total credits required for purchase totals 3.56 acres. The wetland mitigation is proposed to occur at the Sangamon River Wetland and Stream Mitigation Bank (SRWSMB) in Sangamon County, Illinois.

This mitigation bank is within the same watershed as the proposed project. Copies of the environmental decision and the Condensed Environmental Assessment (the

The February 16, 2021 Board of Commissioners Regular Meeting is CANCELLED due to the severe weather conditions with extreme temperatures and snow accumulations, concerns with the ongoing COVID situation, and utility complications (due to the cold temperatures) in the terminal adversely affecting the meeting and administration facilities.
